The United Kingdom and France Will Dispatch Military Personnel to Ukraine should a Peace Agreement is Reached

The British and French governments have signed a statement of purpose concerning the deployment of armed personnel in the nation should a peace deal be struck with Moscow, the British leader, Starmer, has announced.

Subsequent to discussions with allied nations in the French capital, he said that the allies would "create military hubs across Ukraine and build protected installations for weapons and equipment" to prevent any subsequent invasion.

The coalition members also put forward that the United States would assume leadership in overseeing a truce.

Russia has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet issued a statement on this latest announcement.

Context and Ongoing Hostilities

Russian President Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Moscow currently controls roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to support Ukraine for the foreseeable future," commented the British leader.

Heads of state and top officials from the "Allied Coalition" participated in the Paris negotiations.

Addressing reporters at a combined announcement, he added: "It creates the pathway for the legal framework under which allied and coalition forces could work on Ukrainian soil, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the time to come."

The UK prime minister also stated that Britain would participate in any American-headed verification of a possible cessation of hostilities.

Protection Pledges and Diplomatic Positions

Lead US negotiator Steve Witkoff remarked that "durable security guarantees and substantial economic promises are essential to a lasting peace" in Ukraine – alluding to a key condition made by the Ukrainian government.

Witkoff noted the partner nations had "largely finished" their work on establishing such guarantees "so that the Ukrainian people know that when this conflict ends, it ends for good."

The former US envoy, ex-President Donald Trump's representative, also participated in the discussions.

Separately, President Macron Emmanuel Macron said that Ukraine's supporters had made "significant advances" at the talks.

He added that "strong" defense assurances for Kyiv had been settled upon in the instance of a prospective truce.

President Volodymyr Zelensky said that a "major advance" had been made in the talks, but cautioned that he would only deem efforts to be "adequate" if they culminated in the conclusion of the conflict.

Recently, the Ukrainian leader indicated a peace agreement was "mostly finalized". Finalizing the last 10% would "decide the outcome of the agreement, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the forefront of key disagreements for diplomats.
  • The Russian President has consistently stated that Kyiv's military must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any middle ground over how to conclude the war.
  • Kyiv has thus far rejected surrendering any territory, but has floated the idea that Ukraine could move its forces to an mutually accepted point – but only if Russia does the same.

Russian forces currently controls approximately 75% of the Donetsk region and around 99% of the bordering Luhansk. The areas form the area of Donbas.

The initial US-led multi-point peace plan that was circulated to the media last year was perceived by Kyiv and its European allies as being strongly biased in Moscow's direction.
